Sileby Parish Council's response to Barnards Drive Planning Application
P/25/0375/2 - Barnards Drive - Reserve Matters of appearance, landscaping, layout and scale for 228 new dwellings including affordable housing and public space, pursuant to outline planning permission ref P/21/0738/2 for the erection of up to 228 dwellings and means of access approved - Land off Barnards Drive.
The developer has recognised in its Building For A Healthy Life Assessment January 2025
" that the site would benefit from further connections both motorised and sustainable off site beyond the approved access from Barnards Drive."
The developer indicates this could be achieved by future housing development of the site and has outlined an area for this purpose.
We agree the developer should seek other ways of accessing the site.
We disagree with any future development of the site.
The outline planning permission is for up to 228 dwellings only.
A transport survey was carried out in 2021 to replace the survey carried out in 2018.
At the time of the 2021 survey many residents were still working from home and therefore not travelling in and out of the area to go to work.
We therefore request an up to date traffic survey be carried out and the developers pursue extra means of motorised access to the site.
We request a temporary access off Ratcliffe Rd should be provided for construction traffic.
Since the 2021 traffic survey other new housing developments have been completed, creating a cumulative effect of additional traffic movements in and out of the village.
By indicating an area of land for possible future development the layout plan does not utilise all the site for the 228 dwellings that were given at the outline planning permission.
The layout as it is, shows a more densely plotted area than is acceptable.
Sileby already has 345 dwellings granted outline planning permission, since this development was approved.
These permissions are extra to dwellings already allocated to Sileby in the emerging Charnwood Local Plan.
The Building For A Healthy Life Assessment January 2025 states,
"Our strategy for blue infrastructure uses a network of SuDs that respond to the sloping topography. The primary attenuation basin being positioned at the lowest part of the site".
The layout only shows one SuDs surface water drainage basin.
In Flood Risk Assessments Outline Surface Water Drainage Strategy March 2021 two SuDs basins were shown.
We support the Local Flood Authority (LCC) in asking the developers to explain this change.
Sileby has suffered in recent years from the effects of increased flooding incidents. Heavy rain and flash flooding have over whelmed the capacity of Sileby Brook causing roads to be impassable and dwellings and businesses to suffer internal flooding.
This development can not be allowed to exacerbate flooding elsewhere in the village.
